Enroll

Parents/Guardians whose children will be eligible for kindergarten in September should plan to register their child this March.  Children may register for the 2025-2026 school year if their fifth birthday occurs on or before September 1, 2025.

Parents/Guardians can begin the registration process by completing the 2025-2026 Kindergarten Pre-Enrollment form, which can be found on the Naugatuck Public Schools website. Once the form is submitted, an enrollment email will be sent with instructions on how to set up a PowerSchool account and how to complete the additional enrollment forms. Parents/Guardians should call the Elementary School that their child will attend to schedule an appointment during the week of March 3 - March 7, 2025.

Parents who are unsure which school their child should attend should visit the Naugatuck Public Schools Website and search under “Which School Should My Child Attend?” or call the Office of the Superintendent of Schools at (203) 720-5265.

State law requires that all entering students be properly immunized before entrance to school can take place.  At the registration appointment, parents must present the child’s birth certificate along with proof of immunization.  In addition, the State Department of Health recommends that students have a blood lead level and a tuberculin test before entering kindergarten. The completed physical should be on the State of Connecticut Department of Education Health Assessment Record and conducted on or after August 31, 2024. Early Childhood Health Assessment Record (For children ages birth–5) will not be acceptable. 

At registration the following information must be provided: 

• mortgage statement or copy of deed showing ownership of property where child resides
• or a copy of a signed lease or rental agreement for the property where child lives
• or notarized statement from the owner of the property where the child is residing, listing all of the family members who are residing on the indicated property;
• also, a copy of a current utility bill indicating the family has an account for the address the child is residing,
• or if the landlord is supplying utilities, a notarized copy of the lease or rental agreement indicating that the utilities are supplied by the landlord 

OR:

• a real estate or personal property tax bill of parent/guardian;
• a copy of a valid Connecticut Driver’s License or photo I.D. for either parent indicating the address where the child is residing. 
• In addition to the above, the guardian of any child attending the public schools within the district must also provide proof of guardianship.

New Families

Please gather the following documents:

1. Proof of Residency

The legal residence of a student will be determined by the residence of the parents/guardians with whom the student is living. Proof of residency can be validated by providing two documents.

You must have one of the following primary documents:

• Current Naugatuck Mortgage Statement
• Current Naugatuck Signed Lease Agreement
• Deed
• Current Naugatuck Real Estate Property Tax Bill
• Current Naugatuck Homeowners Insurance Policy

-AND -

at least one of the following secondary documents in the name of  the Parent/Guardian(s) with matching addresses:

• Current Utility Bill - home or cell phone bill, cable/internet, water, electric, gas, oil, insurance correspondence.
• Current proof of government benefits (disability, Medicaid, Supplemental Assistance Nutrition Program, SNAP) or other government correspondences showing the Parent/Guardian(s) name with matching address. 

If parent/guardian is unable to provide proof of residency due to living with a family member or friend:

• A Verification of Residency by Property owner for School Attendance Purposes form must be completed and notarized with the signature of the owner of the property. 
• Proof of residency documents listed above must be provided by the owner of the property. 

If  the child does not reside with his/her parents/guardians but does live in Naugatuck with a family member or friend:

• A Naugatuck Resident Affidavit of Residency for School Attendance Purposes (student not residing with parent) form must be completed and notarized with the signature of the parents/guardians and Naugatuck resident with whom the student is living with. 
• Proof of residency documents listed above must be provided by the Naugatuck resident. 

Alternative methods for providing residency may be permitted. Please discuss your situation with the Registrar. 

The Federal McKinney-Vento Homeless Assistance Act provides special legal protections for children and youth experiencing homelessness, including homeless "unaccompanied youth" who are not in the custody of a parent or guardian. Children experiencing homelessness or displacement have a right to enroll in school even if their families cannot produce enrollment documentation. Assistance is available at the time of registration. 

2. Proof of Guardianship 

Guardianship may be established with the following documentation:

Parent(s) of Student:

• Photo ID: Driver's License or State Issued Identification or Unexpired Passport 

Legal Guardians:

• Court Document indicating custody or guardianship 
• Photo ID: Driver's License or State Issued Identification or Unexpired Passport 

In the case of divorce, please provide a copy of the Custody Agreement at Registration. 

3. Proof of Age 

• Child's Birth Certificate or Unexpired Passport 

Alternative methods for providing proof of age may be permitted. Please discuss your situation with the Registrar. 

4. Student Health Records 

• Connecticut Health Assessment Record (HAR-3 Physical Form)
• Immunization Records. If the child was born outside of the United States, please provide copies of foreign immunization records.

Existing Families

Change of Address or Guardianship reported by family:

School sends letter to family requesting proof of residency or guardianship (same proof as required for new families) within two weeks of notifying school of change.

If family does not produce proof, a “Possible Non-Resident” referral is submitted to the Superintendent’s office and a second letter is generated from central office.

If School Suspects Change of Address or Guardianship:

The school will follow the procedure outlined below:

1. School sends a certified, return receipt letter requesting that the family update or verify the existing residency or guardianship information within 10 days.
2. If letter comes back undeliverable or the family does not respond within 10 days, the school notifies the Superintendent’s office of suspicions with the “Possible Non-Resident” referral.
3. Central Office generates a “Report of Non-Resident Student” and sends it to the family.

Possible evidence that warrants suspicion of non-residency:

1. Photos of students at a non-Naugatuck address
2. Returned mail
3. Documented tip
4. Anecdotal reports from students or others
5. Court/public documents
6. Newspapers (police blotter, etc.)
7. Bus company reports (on “Suspicion of Non-Residency” form)
8. Home visits
9. Refusal of parent/guardian to show driver’s license

Determination that Student is a Non-resident

If verification of guardianship or residency is not substantiated, an eviction notice letter from the Superintendent’s office will be generated within 10 days of determining the child is a non-resident and sent certified, return receipt to the family with a copy sent to the school.

If the family returns to Naugatuck, they must go through the process for a new family.
